At the conclusion of this presentation attendees will be able to:

  1. Understand how the price of tobacco affects tobacco uptake and use.
  2. Identify pricing laws passed around the country, and have some understanding about whether the existing laws are effective.
  3. Assess the relative legal risk of enacting various tobacco pricing control laws.

Audience:

The audience for this session is local and state government agencies and their advocacy partners who are interested in working to create new laws to keep the price of cigarettes and other tobacco from being discounted to low levels.

Key Points:

This presentation will first cover what the tobacco industry strategies are to lower the price of tobacco, such as buy-downs, coupons, 2-for-1 offers, and others, why selling tobacco for a low price is a public health problem, and how changes in tobacco price affect sales rates. The second speaker will present pricing laws that are already on the books around the country and discuss why they were enacted and whether they are effective.  The third speaker will address which particular pricing policies may face a lawsuit if enacted and why, and which are less risky for state and local governments to pursue.

Educational Experience:

Participants will learn why pricing policies have a positive public health impact, what pricing laws already have been enacted, and which policies are the least legally risky for governments to pursue.
