Learning Objectives

At the conclusion of this presentation attendees will be able to:

  1. Identify multiple policy objectives to include in a proposed tobacco retailer licensing ordinance.
  2. Determine the appropriate fee amount to include in a proposed tobacco retailer licensing ordinance, sufficient to cover implementation and enforcement.
  3. Develop effective messages and outreach strategies to build community support for proposed tobacco retailer licensing.

Audience: This presentation is designed for state/local health department staff and their non-governmental advocacy partners in states that do not preempt tobacco retailer licensing by local jurisdictions.

Key Points: The key points of this presentation have been developed by ongoing work in Arizona, Colorado and Oregon where advocates are exploring local licensing as a mechanism for enforcing mulitiple point of sale regulations and possibly laying the groundwork for passage of statewide licensing that goes beyond the tax collection focus of most currently existing state licensing laws.  Presenters will discuss licensing as a tool to limit the number, type and/or location of retail outlets, restrictions on storefront advertising and product displays, fee-setting, and fines and penalties.

Educational Experience: The audience will learn from the presenters' experiences on the ground in their three states, working with local community coalitions, policy makers, media and others as they explore local policy changes that could lead to statewide legislation.  

Benefits: Point of sale policy development is an emerging arena in tobacco control, and pursuing comprehensive retailer licensing that extends beyond the traditional tax collection role is a primary strategy for point-of-sale advocates.
